I don't think so. I've only heard that you can use it for scholarships. Try using a local job agency for jobs.

If you are looking for a job, try coop or internships. Most companies want internships for some reason. If internship is unavailable, network, network and more network. Make friends, meet people, and who knows, maybe they know someone who is willing to hire you. Volunteer a lot, attend other school events from your local post-secondaries.

Not that I know of. If you've search on google for a part time job and didn't find anything you really wanted to do, personally go to a store that you might want to work at near your home and ask about applying.
