Where would be a good start for carving out an acting and modeling career - Vancouver? Toronto?

If you're hoping stay within Canada, then yes, Vancouver and Toronto would probably be your best bet, but I'd lean more towards Vancouver. But I know for a fact that New York has a huge amount of places you could apply for acting/modeling, and statistically speaking would probably be the best bet. LA is another place that's big on entertainment, but I don't think it would be beneficial to go there without at least a bit of experience under your belt.

Big cities. Aim for big cities. xD

They're both good choices, I live in Greater Vancouver area but I haven't heard any acting opportunities (perhaps I have no connections relating to it that's why but yeah)
I know few girls in my school who models though :P

Both Vancouver and Toronto are a great idea. Better to be at Toronto because it's so close to NY that you can try your chances there for auditions and such. Check out ACTRA website if you have not. I think they have some useful informations.

Evangeline Lilly started her modeling and acting career in Vancouver at Ford Models before they closed their Vancouver office
You must try at Vancouver.
