UWO + IVEY vs UTSC +SCHOLARSHIP Options

I'm having trouble deciding between Biomed/Ivey AEO at UWO and Neuroscience Co-op at UTSC.

I was all for Biomed until UTSC offered me a total of $8000 in scholarship (UofT Scholar's and UTSC entrance scholarship). This would essentially cover first year and a bit of second.
I'm only getting $2000 at Western and tuition for Ivey is much higher - $22 000 a year.
I would have much less debt coming out of UTSC... but is it worth it?

I'm pretty concerned about the whole bell curving situation at UTSC. But most of what I've heard are just lower year curvings (C+ average for most classes). Do they do the same in upper years?
I want to keep the option of medschool open and I really don't want to screw myself over. However, I've heard Ivey is pretty demanding too (I heard they curve to 80%? Still better than C+). But I still want to keep my options open.

Which seems to be the better pick?

If money is an issue I'd suggest UTSC. Your scholarship there is worth more and your earnings from co op will help out a lot.

If you're gunning for a professional school and are worried about difficulty, in my opinion juggling Ivey + Biomed at Western would probably be the same (if not harder) than your program at UTSC. Having said that, Ivey is a great backup if you ever have a change of heart or if you don't get into any professional schools.

If you go to UTSC you'll come out with much less debt but if you go to Western you'll have a great backup plan.

Well the thing about Ivey is that they say 93% of their students earn an average of over $59 000 a year within 3 months of graduating. So I feel like that would cancel out the debt issue.
However, this isn't guaranteed and I would have to take ANOTHER year off of school when this program already takes 5 years. That means it would take 2 additional years to fully complete my education.
