Yes, they will look at your university marks. Your best course of action would be to stick it out at your current university, as transferring will be difficult for you now

Yes, it will be hard to transfer with 2 Fs on your transcript. Why were you only taking 3 courses to begin with? That's a very low course load. That plus the fact you failed 2/3 of the classes doesn't look good unfortunately

So I guess you're in..... probation right now? If so, stick to your university, work work work.
On the other hand, if you find yourself in the "required to withdraw" situation, from what I know, other universities will not take you (colleges will). You should speak to your academic advisor, they'll probably tell you to take some courses related to your degree and to come back after a year...and probably help you plan it.
